Qualifying Federal Service Affidavit 

This affidavit is for Qualifying Federal Service Members OR their spouses or dependent children. Members of the Armed Forces should complete the Armed Forces/Active Duty/Guard/Reserve Affidavit.

Who is considered a member of Qualifying Federal Service? Accordion Closed

Effective July 1, 2024 and forward

  1. A member of the armed forces who is on active duty for a period of more than 30 days.
  2. A member of the Foreign Service is a person who is on active duty for a period of more than 30 days. For more information, please visit https://www.govinfo.gov/content/pkg/USCODE-2009-title22/pdf/USCODE-2009-title22-chap52.pdf
  3. An officer or employee of an element of the intelligence community who serves in a position of employment in such element for a period of more than 30 days.

Who is Considered a Member of Qualifying Federal Service?

22 U.S.C. § 3903
The following are the members of the Service:
• Chiefs of mission, appointed under section 3942(a)(1) of this title or assigned under section 3982(c) of this title.
• Ambassadors at large, appointed under section 3942(a)(1) of this title.
• Members of the Senior Foreign Service, appointed under section 3942(a)(1) or 3943 of this title, who are the corps of leaders
and experts for the management of the Service and the performance of its functions.
• Foreign Service officers, appointed under section 3942(a)(1) of this title, who have general responsibility for carrying out the
functions of the Service.
• Foreign Service personnel, United States citizens appointed under section 3943 of this title, who provide skills and services
required for effective performance by the Service.
• Foreign national employees, foreign nationals appointed under section 3943 of this title, who provide clerical, administrative,
technical, fiscal, and other support at Foreign Service posts abroad.
• Consular agents, appointed under section 3943 of this title by the Secretary of State, who provide consular and related
services as authorized by the Secretary of State at specified locations abroad where no Foreign Service posts are situated.

50 U.S.C. § 303
The term “intelligence community” includes the following:
• The office of the director of national intelligence
• The Central Intelligence Agency
• The National Security Agency
• The Defense Intelligence Agency
• The National Geospatial Intelligence Agency
• The National Reconnaissance Office
• Other offices within the department of defense for the collection of specialized national intelligence through reconnaissance
programs
• The intelligence elements of the Army, the Navy, the Air Force, the Marine Corps, the Space Force, the Coast Guard, the FBI,
the DEA and the Department of Energy
• The Bureau of Intelligence and the Research Department of the State
• The Office of Intelligence and Analysis of the Department of the Treasury
• The Office of Intelligence and Analysis of the Department of Homeland Security
• Such other elements of any department or agency as may be designated by the President, or designated jointly by the Director
or National Intelligence and the Head of the Department or Agency concerned, as an element of the Intelligence Community

What documentation may be required?  Accordion Closed

  • A contract or orders indicating the place of service 

If applicable: 

  • Student Birth Certificate 
  • Government Issued Marriage Certificate 

One of the following 

  • State and Federal tax forms 
  • Most recent W-2 
  • Most recent paystub 

The student must meet ALL these requirements as defined by the Arizona Board of Regents to be considered an Arizona resident for tuition purposes. Those requirements are:   

Stationed in Arizona under Qualifying Federal Service orders 

  • The student, their spouse, or are a dependent of, a Qualifying Federal Service Member stationed in Arizona under federal service orders.

OR   

Stationed outside of Arizona under Qualifying Federal Service orders   

  • The student, their spouse, or are a dependent of, a Qualifying Federal Service Member stationed outside of Arizona under federal service orders. 
  • The Qualifying Federal Service Member claimed Arizona as their legal residence for at least twelve (12) consecutive months. 

This exception requires these exact specifications to be met. If you do not meet these requirements or cannot provide the information requested but still think you classify as an Arizona resident, please use the residency navigator to find which other petition or affidavit option is best for you.   

 

Qualifying Federal Service Affidavit

 

Definitions and Things to Know:  

  • “Objective Evidence” means documentation or information other than your own statement(s) of intent.   
  • The term “resident for tuition purposes” differs from other definitions of Arizona residency. You can be a resident for other purposes and not be a resident for tuition purposes.   
  • The residency office will review all facets of your academic career in our review of your petition – this includes your application for admission, financial aid awards and any communications with the residency office or other NAU offices. We may verify or investigate the authenticity of any documents submitted.  
  • Missing or incomplete documentation can cause your petition to be denied or delayed. If there is something you cannot provide, please explain in the missing documentation explanation section instead.   
  • Additional documentation may be requested by the residency office after our initial review of your petition and supporting documents. Please respond promptly to ensure your review can be completed.  
  • We will communicate with you via your NAU email address. It is your responsibility to check your email and respond in a timely manner.  
  • The residency office is required to follow Arizona Board of Regents policy, which is state law.
