Policy

This policy provides basic information about eligibility, continuation, and taxation of the benefits offered to Northern Arizona University (NAU) employees. It is not intended to be an all-inclusive policy. Specific plan information can be found on the Human Resources website on the Plan Documents and Policies webpage.

Section I: Benefit Eligibility

Eligibility for benefits is determined by the benefit plan’s rules and the employee’s employment category defined above. For eligibility by benefit plan refer to Appendix A – Benefit Eligibility by Benefit Plan and Employment Category.

Section II: Taxation

Employees pay a portion of the cost for most benefits except for basic life insurance. Premiums are deducted on either a pre-tax or after-tax basis.

A.  The Arizona Board of Regents adopted the Pre-tax Benefit Plan on January 1, 1988, allowing an employee to pay for certain eligible benefits on a pre-tax basis. Allowing pre-tax payment for benefits reduces the employee’s annual taxable salary, producing the net effect of lowering the taxes paid by the employee and increasing the employee’s take home pay.

  1. Under the provisions of tax law, the benefits paid for on a pre-tax basis must stay in effect for the entire plan year, unless there is a qualifying event. If a qualifying event occurs (e.g. birth, marriage, divorce, adoption, etc.), the employee must contact Human Resources to make a pre-tax benefit change within 31 days of the qualifying event.
  2. The annual open enrollment period is the one time each year when changes to pre-tax benefit plans can be made without a qualifying event. The Arizona Department of Administration establishes the dates for the open enrollment period.

B.  Certain employee elected benefits are paid through payroll deductions on an after-tax basis. This means the premiums associated with the specific benefits are taken from the gross income after taxes have been calculated on the paycheck.

  1. Post-tax benefits, such as short-term disability can be stopped at any time throughout the calendar year.

Section III: Benefits Offered

Northern Arizona University offers employees a variety of benefits. These benefit plans are subject to change without prior notice, as determined by changes in federal or state laws or regulations, policies of the Arizona Board of Regents, Arizona Department of Administration rules, determinations by Northern Arizona University or plan changes implemented by benefit providers.

A.  The University is legally required to provide certain benefits to employees. These benefits begin on the first day of employment and will remain in effect during eligible employment.

  1. Social Security & Medicare: All employees are required to have a valid Social Security number and contribute to Social Security including OASDI – Old Age and Survivor’s Disability and Health Insurance and Medicare Hospital Insurance.
    • NAU and the employee contribute equally. Contributions are deducted from each paycheck at a rate defined by Congress. The contribution rate and the taxable wage base change periodically as specified by federal statutes.
  2. Unemployment Insurance: Eligible employees who, through no fault of their own, are terminated from University employment may be eligible for unemployment compensation benefits.
    • NAU pays the premium for this benefit.
    • Employees must apply for this benefit with the applicable agency from the employee’s state of residence.
    • Eligibility and benefit amounts are determined by the applicable agency from the employee’s state of residency.
  3. Workers Compensation: All employees, including student employees, are covered from their initial date of employment by workers’ compensation provided through ADOA Risk Management.
    • This is a no-fault system of benefits.
    • Benefits are payable for most injuries that occur while the employee is performing on the job duties at work.
    • Financial compensation is limited to partial wages and approved medical costs
    • NAU pays the premium for this insurance.
