NAU Campus Living Community Policies (Interim)

In Campus Living Communities, we create a welcoming and vibrant campus living experience where community members connect, explore, and belong. Through safe, well-maintained facilities, excellent service, meaningful staff interactions, and engaging events we invest in the transformational growth, personal responsibility, and academic support of our community members. Our policies, approaches, and interactions are guided by our four foundational values: Community and Connectedness, Care and Support, Learning and Development, and Equity and Inclusion.

The Campus Living Community Policies are expectations laid out for all individuals living in a Campus Living Community at Northern Arizona University. By signing a License Agreement with Campus Living, you have agreed to abide by these expectations. It is important that you are familiar with the policies contained in the Campus Living Community Policies. You are encouraged to talk with Campus Living staff if you have any questions or concerns.

Summary of Policies

As a supplement to the Student Code of Conduct, these policies establish behavioral standards and expectations specific to Northern Arizona University’s Campus Living Communities. It is the responsibility of each community member to know, observe, and comply with this and all policies that govern conduct. Violating these policies may result in administrative actions, educational interventions, and/or disciplinary sanctions up to and including expulsion from the university and permanent loss of the privilege of residing in Campus Living Communities.

In Campus Living Communities, we want every community member to feel valued, welcomed, and that they belong. Effective housing standards help create secure and peaceful community living environments conducive to the university’s educational mission.

Policies

Section I. Personal Safety and Wellness

See the University’s Alcohol and Other Drugs and Tobacco-Free Campus policies for additional information related to Sections I(A), (B), and (C). See the Fire Safety policy for additional information regarding Section I(D).

 A. Alcohol

  1. Community Members Under 21: Community members not yet of legal drinking age are prohibited from possessing, consuming, or being in the presence of alcohol (full or empty containers) or those consuming alcohol in Campus Living Communities.
  2. Community Members 21 and Older: Community members who are 21 are permitted to possess, consume, and be in the presence of alcohol in their private bedroom or apartment space where all occupants and visitors are of legal drinking. Community members who are 21 and share a room with a roommate who is under 21 are prohibited from consuming or possessing alcohol in the shared bedroom. It is a violation of university policies and Arizona law for individuals of legal drinking age to provide alcohol to any person under 21 years of age.
  3. Regardless of Age, Community Members Are Prohibited From: Using or possessing common source alcohol containers (e.g., a keg) or devices to promote rapid alcohol consumption (e.g., a beer bong).   Storing or transporting alcohol and alcohol containers in plain view. Consuming alcohol in a manner that interferes with or impinges upon the rights of others or disrupts the normal operation of the Campus Living Community.

B. Illegal Drugs, Other Controlled Substances, Tobacco-Free Campus

  1. Illegal Drugs: Arizona and federal law and university policies prohibit the possession, use, sale, manufacture, cultivation, or provision of illegal drugs, including, without limitation, barbiturates, opiates, amphetamines, and hallucinogens. All illegal drugs, including unlawfully obtained prescription medicines, are prohibited on University Property, including in all Campus Living Communities.
  2. In the Presence of Illegal Drugs: Community members and their visitors may be responsible for being in the presence of illegal drugs or persons using illegal drugs in Campus Living Communities even if they are not aware of the illegal drugs. Community members who may encounter illegal drugs in Campus Living Communities should remove themselves from their presence and immediately report the illegal drugs to an appropriate university official.
  3. Drug Paraphernalia: University policies prohibit the possession or storage of drug paraphernalia (e.g., bongs, grinders, pipes, vapor pens, rolling papers, etc.) in Campus Living Communities.
  4. Cannabis: University policies and federal law prohibit the use, possession, or cultivation of cannabis, including medical cannabis, on university property, including in all Campus Living Communities. This prohibition also applies to those who possess a medical marijuana card.
  5. Controlled Substances: The unauthorized use of controlled substances, including, but not limited to, prescription drugs, is prohibited. Legally possessed prescription drugs must be issued in the name of the community member, be contained in the original, properly labeled container, and be stored in the community member’s assigned room when not in their immediate possession.
  6. Tobacco-Free Campus: NAU operates a tobacco-free campus. Smoking, including, but not limited to, the use of hookahs, vapor pens, e-cigarettes, and similar devices, and the use of smokeless tobacco products, such as snuff and chewing tobacco, is prohibited on university property, including in all Campus Living Communities.

C. Fire Safety, Explosives, Fireworks, and Hazardous Materials

  1. Candles: Candles must have the wick removed and are permitted only for decorative purposes. Burning of candles is prohibited in Campus Living Communities.
  2. Evacuate on Alarm: All Campus Living community members and others present must promptly vacate the Campus Living Community when a fire alarm is sounded and must not return to their community until after they are informed that it is safe to do so by Emergency Personnel or Campus Living Staff.
  3. False Reports: A community member shall not trigger a fire alarm or use any fire-safety equipment except in the interest of public safety.
  4. Misuse of Fire Alarms or Equipment: Tampering with, disabling, or obstructing any smoke detector, fire alarm, exit signs, or fire-safety equipment, such as fire extinguishers or fire sprinklers, fire hoses or connectors, or their associated plumbing, is prohibited.
  5. Obstructing Emergency Response: Intentionally or maliciously delaying, obstructing, or resisting any University Official, including Campus Living Staff, or Emergency Personnel in the performance of their duty to respond to a report of fire or other emergency is prohibited.
  6. Arson: Knowingly or recklessly burning or setting fire to personal or university property is prohibited.
  7. Combustibles, Explosives, and Hazardous Materials: Unsafe fire ignition sources, flammable or combustible materials, and explosives are prohibited within Campus Living Communities. This includes, without limitation, fireworks, kerosene lamps, incense, space heaters, fog or smoke machines, lava lamps, lighter fluid, charcoal fluid, and any other device or substance that could pose a fire hazard. Hazardous or toxic materials or chemicals other than normal household products are also prohibited.
  8. Fueled Devices and Equipment: The possession, storage, or use of any fueled device, equipment, or vehicle is prohibited in Campus Living Communities. This includes, but is not limited to: motorcycles, mopeds, scooters, or bicycles powered by gasoline or other fuels; gasoline, diesel, kerosene, or propane-powered tools or equipment (e.g., generators, grills, lawn equipment); and fuel containers of any kind, whether full or empty
  9. Electric Micromobility Devices: The storage, charging, or operation of electric micromobility devices (such as e-scooters, e-boards, e-bikes, hoverboards, Onewheels, etc.) is prohibited in Campus Living Communities. Exceptions may be granted for medically necessary electric mobility devices in accordance with applicable law.
  10. Charging Safety: Community members must charge electronic devices in a manner that does not create a fire or safety hazard. Unsafe charging practices are prohibited, including:
  • Using damaged or incompatible chargers
  • Charging devices on soft or flammable surfaces
  • Charging devices in a manner that blocks egress or creates a hazard in sleeping areas
  • Charging devices under conditions that expose them to excessive heat.

D. Prohibited Weapons and Incendiary Devices

See the University’s Student Code of Conduct and Weapons on Campus policies for additional information related to Section I(D).

  1. Weapons and Incendiary Devices: The unauthorized possession, use, storage, or sale of any weapon, including firearms carried with a permit and live ammunition or any incendiary device such as a Molotov cocktail, is prohibited on university property, including in all Campus Living Communities.
  2. Permitted Personal Safety Devices: The university publishes a list of Permitted Personal Safety Devices designed to protect personal safety from physical attack. These devices are not considered weapons for purposes of university policies and are allowed in Campus Living Communities.
  3. Devices that Emit a Projectile: In addition to firearms, all other devices that emit a projectile, including, but not limited to, air or gas operated pellet or BB guns, paintball and airsoft guns, potato guns, archery equipment, and any facsimile of a firearm, or any object reasonably perceived to be a gun, are prohibited within Campus Living Communities.
  4. Discharging or Brandishing a Weapon: Firing, discharging, or brandishing of any type of firearm, simulated firearm, bow and arrow, slingshot, or any other weapon within a Campus Living Community is prohibited and may result in immediate removal from the Campus Living Community.
  5. Edge Weapons: Large knives (e.g., hunting, outdoor, military) are prohibited. Knives with blades over five inches in length, all switchblade or automatic knives, swords, and any object reasonably perceived to be an edge weapon (including prop weapons) are prohibited within Campus Living Communities. Kitchen knives and culinary tools are permitted only to the extent that they are stored and used for their intended purpose.
  6. No Storage of Authorized Weapons: Weapons authorized for use in educational programs may not be stored or possessed within Campus Living Communities.
  7. Mandatory Reporting: Community members are required to immediately report the known or suspected presence of any weapon, explosive, or incendiary device to NAU Police or Campus Living Staff.

Section II. Community Safety and Wellness

A. Visitors, Unauthorized Occupancy

  1. Visitor and Host Responsibility: Community members are responsible for the conduct of their visitors and for ensuring that they comply with all university policies. A visitor is any person who is not currently assigned to the room or building in which they are present. Visitors may only visit a Campus Living Community room, suite, or apartment with the consent of all assigned occupants. Visitors may not hinder a community member’s ability to study, sleep, or benefit from their assigned space.
  2. Length of Stay: Overnight visitors are permitted for a maximum stay of three (3) consecutive nights and only with permission from all assigned occupants. Community members are encouraged to agree on the acceptable frequency of overnight visitors and length of stays with their roommates in advance and may also request assistance from Campus Living staff in this regard. Agreements between roommates regarding visitors must comply with all applicable university policies.
  3. Visitor Access: Lending one’s keys or access card to a visitor is prohibited. Hosts are responsible for the misuse or loss of keys or cards by their visitors. See the university’s JacksCard terms and conditions for more information.
  4. Visitor Identification: Visitors refusing to provide identification will be removed from the Campus Living Community.
  5. Unauthorized Occupancy: A person may not move into or live in a Campus Living Community space to which they are not assigned, even if invited. Indicators of unauthorized occupancy include, but are not limited to:
    1. Accessing the space while the assigned occupants are not present.
    2. Regularly dressing, showering, or storing personal belongings in the space.
    3. Sleeping overnight in the space on a regular or continual basis (more than three (3) consecutive nights).
  6. Visitor Removal: Campus Living Staff reserves the right to direct any visitor to leave a Campus Living Community at any time for any reason.

B. Disruption

At all hours of the day, community members are expected to demonstrate courteous and reasonable consideration for their neighbors in support of the university’s educational mission. Quiet Hours are in effect inall Campus Living Communities from 10pm to 8am, Sunday through Thursday, and 12am to 8am on Friday and Saturday, unless otherwise designated by the Campus Living Community.During Reading Week, at the end of each semester, Quiet Hours are in effect for 22 hours per day, from 7pm to 5pm. During Finals Week, Quiet Hours are in effect for 24 hours per day.

  1. Noise: Excessive noise or other behavior that disturbs other community members within a CampusLiving Community is prohibited.

C. Disruptive Behavior, Violations of Law

  1. Window Ejection: Dropping, throwing, or in any manner permitting objects or light (e.g., balls, laser lights, water balloons, snowballs) to be projected into or out of Campus Living Communities is prohibited.
  2. Tossing or Throwing Objects: Playing sports or the tossing or throwing of objects, such as frisbees, balls, water, etc., in any Campus Living Community is prohibited.
  3. Wheeled Devices: Riding wheeled devices, such as bicycles, skateboards, in-line skates, roller skates, or scooters inside any Campus Living Community is prohibited unless required due to a disability. All such items must be stored within the assigned living space, university bike racks, or storage lockers.
  4. Gambling: Outside of authorized locations, such as tribal casinos, gambling in the State of Arizona is illegal. Gambling for money is prohibited in Campus Living Communities. “Gambling,” as used herein, refers to games of chance when money or units that represent money and will be exchanged for money (e.g., poker chips) are at risk. Games of chance where money is not at risk are allowed.
  5. Violations of Law: Any violation of federal, state, or local law may also constitute a violation of university policies and result in disciplinary action that includes, but is not limited to, removal from the Campus Living Community and/or suspension or expulsion. For acts that constitute violations of law and university policy, community members may be accountable to both civil authorities (city, county, state, or federal) and to the university. The university’s disciplinary actions are administrative in nature, are not legal proceedings, and are separate from and independent of any action taken by law enforcement. The university’s investigative and disciplinary processes may proceed before, during, or after the pendency of civil or criminal proceedings.

D. Failure to Comply, Erroneous Information, Coercion

  1. Compliance: Community members must comply with lawful directions issued by university officials, including Campus Living Staff acting in the performance of their duties.
  2. False Information: A community member may not furnish false or misleading information to university employees, including Campus Living Staff, submit false or misleading information on university forms, or alter or tamper university records to falsify information.
  3. Identification: Community members are required to provide their personal identification upon request by Campus Living Staff or other university officials acting in the performance of their duties.
  4. Roommate Intimidation: Community members may not attempt to prevent another individual from being assigned to their space by spreading their belongings across the space or by discouraging, intimidating, or otherwise coercing a potential roommate. Community members are permitted to occupy only one assignable space within a Campus Living Community, unless they have been authorized to occupy additional space. Violation of this provision may result in single-room occupancy charges being applied to an offending individual’s account. The charge will be assessed from the last date the multi-occupant room was fully assigned.

E. Personal and Community Safety

  1. Cleanliness, Hygiene, and Safety: Community members are responsible for maintaining their assigned room, living space, and shared community areas in a condition that does not create health, safety, or facility concerns for themselves or others. Conditions that may constitute a violation of this policy include, but are not limited to a) Accumulation of trash, food waste, or debris that results in odors, pests, or unsanitary conditions; b) Failure to maintain reasonable standards of personal hygiene that negatively impact shared living spaces; c) Conditions that pose a risk of mold, mildew, or other environmental hazards; d) Obstruction of community spaces or egress due to excessive belongings or unclean conditions.
  2. Unsafe, Hostile, or Antagonistic Behavior: Behavior within a Campus Living Community that endangers or unreasonably disturbs another community member’s sense of personal safety or security (including “pranks”) is prohibited.
  3. Sexual Misconduct: Title IX of the Education Amendments of 1972, as amended, protects individuals from discrimination based on sex in any educational program or activity operated by recipients of federal financial assistance. In accordance with Title IX, Northern Arizona University prohibits discrimination based on sex or gender in all its programs or activities. Sex discrimination includes sexual harassment, sexual assault, relationship violence, and stalking. NAU does not discriminate based on sex in education programs or activities that it operates, including in admission and employment. NAU is committed to providing an environment free from discrimination based on sex or gender and provides several supportive measures that assist students, faculty, and staff.   4. Harassment, Intimidation, Retaliation: Harassment or intimidation, including threatened physical injury through any medium (verbal, electronic, print, text messaging, social media platforms, etc.) is prohibited. Retaliating against an individual for reporting a violation of law, these Campus Living Community Policies, the Student Code of Conduct, or any other applicable university rule or policy, or for cooperating in an investigation of such allegations, is prohibited. Please see the Nondiscrimination and Anti-Harassment policy and the Sexual Misconduct policy for the definitions of harassment and retaliation as defined under those policies.
  5. Hazing: In accordance with the University’s Hazing Prevention policy, the hazing of any NAU individual or group is prohibited.
  6. Misuse: Entry, occupation, seizure, or detention of a Campus Living Community or space for any use inconsistent with its customary, intended use is prohibited. This includes opening, altering, and removing window screens.
  7. Cameras, Doorbells, and Other Recording Devices: Smart cameras, video cameras, trail cameras, smart doorbells, etc. are prohibited from all Campus Living Communities unless for legitimate, university-approved academic purposes.

F. Animals

  1. Pets: In accordance with the University’s Pets on Campus policy, pets are prohibited in Campus Living Communities, except fish in reasonable numbers in appropriate containers of five (5) gallons maximum.
  2. Service and Assistance Animals: Service and assistance animals are allowed in Campus Living Communities as provided for by law and in accordance with the University’s Service and Assistance Animals policy. Each assistance animal must be approved through NAU’s Disability Resources accommodation process before the animal arrives on campus.
  3. Animals Used in Research: Animals being used for academic research are prohibited in Campus Living Communities.
  4. Animal Processing: Slaughtering, processing, preserving, or mounting animals or animal parts is prohibited in Campus Living Communities. This does not prohibit preparing commercially processed food.

Section III. Facility Safety and Security

A. Building Security and Access

  1. Use of Security Video Footage: The University reserves the right to use security camera footage to investigate alleged violations of these Campus Living Community Policies and all university policies.
  2. Door Propping: The placement of any object in, near, or around the exterior door of a building to prevent the door from closing or being able to lock upon closing is prohibited.
  3. Tailgating: Entering an access-controlled area by following another person through a secured door without that person’s knowledge and consent is prohibited.
  4. Unauthorized Access: Community members who provide unauthorized access to Campus Living Communities are responsible for damages and conduct violations committed by the unauthorized entrants, including unauthorized entrants who gained access by tailgating behind the authorized community member or by entering via a door propped open by the authorized community member.
  5. Security System Tampering: Obstructing, disabling, or otherwise interfering with the normal functioning of any security monitoring system or monitored security door, including, without limitation, door alarms, locks, cameras, or card readers, is prohibited.
  6. Building Access Permission: Campus Living may grant limited permission to non-contracted persons to access Campus Living Communities for a specific purpose, which may be revoked at any time. Otherwise, persons authorized to access Campus Living Communities are limited to:
  • Currently contracted community members assigned to housing units within the community.
  • Authorized university employees performing their official duties.
  • Visitors escorted by authorized community members.

B. Keys and Access Cards

  1. Key Responsibility: Community members are responsible for their assigned keys and access cards and for any fees for replacing these items if they are lost or damaged. Community members must notify Campus Living Staff within 24 hours if their assigned key or access card is missing or lost.
  2. Lockout Fees: Community members may be charged a lockout fee and/or face disciplinary action for repeatedly requiring lockout assistance from Campus Living Staff.
  3. Unauthorized Keys: Community members may not lend their Campus Living Community room key or access card to others. Unauthorized possession or use of another’s Campus Living Community key or access card is prohibited.
  4. Key Duplication: Community members are prohibited from duplicating, digitally replicating, or impersonating any Campus Living Community key or access card. Unauthorized duplication of these items is a violation of both university policy and Arizona law.

C. Facility and Property Use

  1. Theft: Attempted or actual theft or misappropriation of university property or the property of any other person on university property is prohibited.
  2. Damages and Vandalism: Damaging, destroying, or vandalizing another individual’s personal property or university property is prohibited. Community members are responsible for damages they cause to another individual’s personal property or to university property.
  3. Trash: Community members must place garbage or debris they generate into designated university trash dumpsters or recycling bins, as appropriate, that are located adjacent to their Campus Living Community.
  4. Roof or Ledge Access: Accessing or being present on any Campus Living Community roof, ledge, or other exterior architectural feature for any unauthorized purpose is prohibited.
  5. Decorations: Community members may decorate their rooms with items (e.g., posters and similar items) that will not damage or permanently alter the room. Decorations may not be affixed to room ceilings or interior or exterior windows. Mounting items to the walls or ceilings is strictly prohibited. Community members are financially responsible for the cost of repairing all damages to their designated community units, irrespective of who caused the damage.
  6. Device Tampering and Unauthorized Data Use: Tampering with any telephone, computer, or data transmission line or device is prohibited. Unauthorized use of networks or the unauthorized interception or use of data transmitted over Campus Living wireless networks is prohibited. See the university’s Appropriate Use of Information Technology Resources policy for additional information.
  7. Restricted Areas: Accessing closed or restricted areas within Campus Living Communities is prohibited. Community members are required to comply with all signage indicating closed or restricted areas, including, but not limited to construction zones, mechanical or IT equipment rooms, closets, or staff-only spaces.

D. Furniture

  1. Relocating University Furniture: University furniture may not be moved or transferred from one room to another, exchanged between rooms or communities, or removed or stored elsewhere in the community or off-campus.
  2. Public Area Furniture: University furniture placed in public or community areas is provided for the comfort and convenient use of all community members. Such furniture must remain in place and may not be relocated to a room or unit or reorganized in a way that does not allow for common everyday use. Moving university furniture or fixtures to a community member’s unit may be considered theft and result in a recovery fee being assessed in addition to disciplinary action.
  3. Room Furniture Agreement: Community members may arrange room furniture that is not permanently affixed in any reasonable manner, if damage does not occur. For safety reasons and to prevent damage, all bed frame supporting pieces must remain in direct contact with the floor.
  4. Bed Lofts: Only bed lofts provided by Campus Living are permitted in Campus Living Community spaces.

E. Appliances

  1. Permitted Appliances: Only the appliances listed below are permitted in Campus Living Communities that do not feature an apartment with a kitchen. The allowed countertop appliances must only be used for their intended purposes and within the community member’s assigned living space.
  • Blenders (not food processors)
  • Microwave ovens up to 700 watts
  • Electric air popcorn poppers
  • Coffee makers
  • Rice cookers
  • Water warmers
  1. Prohibited Appliances: All other types of kitchen appliances not listed above, such as mini-fridges, electric pressure cookers, electric woks, George Foreman grills, etc., with open heating elements or exposed coils, may only be used (and cleaned) in community or individual apartment kitchens. Washers, dryers, air conditioners, dishwashers, or other major appliances are prohibited in any room or apartment, unless provided or approved by the university.
  2. Improper Use of Permitted Appliances: Abuse of allowed appliances with respect to charging, sanitation, odor, or safety may result in the loss of the privilege to possess the appliance within Campus Living Communities.
  3. Grills: The use of private grills is prohibited in and around Campus Living Communities.
  4. Routers: Any wireless device (e.g., network routers, wireless printers, mobile hotspots, etc.) that disrupts the normal operation of the university’s information network, or any machine with inadequate security that leaves the network vulnerable to security threats or risks are prohibited. See the university’s Appropriate Use of Information Technology Resources policy for more information.

F. Sales, Solicitation, Canvassing

  1. Salespersons and Solicitors: Off-campus salespersons or solicitors are prohibited from Campus Living Communities unless they are expressly invited by a community member. In such cases, as with all visitors, the host is responsible for the salesperson or solicitor’s behavior, including, but not limited to, adherence to policies regarding advance written approval for door-to-door sales and canvassing.
  2. Door-to-Door Sales: Door-to-door sales and/or solicitations is prohibited without advance written approval from Campus Living Staff.
  3. Canvassing: Canvassing or electioneering within Campus Living Communities is prohibited without advance written approval from Campus Living Staff.
  4. Publicity Approval: Notices, announcements, or publicity items are prohibited in Campus Living Communities, public or community areas, without written advance approval of Campus Living.
  5. Fund-Raising: University organizations or other entities must obtain advance written approval from Campus Living Staff to conduct fundraising activities in Campus Living Communities.
  6. Business Approval: No individual or entity may act as a seller, consultant, or agent, or in any way establish, promote, or conduct a business enterprise, in Campus Living Communities without written advance approval of Campus Living.

Section V. Compliance and Enforcement

 A. Responsibilities

Community members are responsible for knowing, observing, and complying with the Student Code of Conduct, these Campus Living Community Policies, and all other applicable student conduct policies. In accordance with the Campus Living License Agreement, community members found responsible for violating a policy may thereafter be removed from, and may permanently forfeit, the privilege of residing in Campus Living Communities.

B. Adjudication

Alleged violations of the Student Code of Conduct and these Campus Living Community Policies are resolved according to the Student Code of Conduct Procedures.

C. Communication

Community member conduct and removal correspondence is transmitted electronically on the day of issue to the affected parties via their official university email addresses. The university deems such materials to have been delivered to and received by the intended recipient(s) on the day of transmission. The affected parties are responsible for accessing their electronic communications in a timely manner.

Responsibilities
