Foreign talent recruitment program disclosure form
NAU encourages international collaborations that are mutually beneficial and characterized by academic freedom, open and reciprocal exchange of information, transparency, and integrity. To comply with federal law and regulations, NAU requires all covered individuals on a sponsored project proposal to disclose participation in Foreign Talent Recruitment Programs (FTRP) and certify that they are not party to a Malign FTRP. Covered individuals must disclose and certify prior to proposal submission and annually thereafter for the duration of the award. A “covered individual” is anyone, including faculty, staff, students, and subrecipient awardees, who a) contributes significantly to the design and/or execution of a research and development project that is, or if selected for award would be, funded by a Federal or non-federal sponsor, and b) is designated as key or senior personnel for the proposed research project.

Participation in a FTRP may be acceptable as long as the arrangement is approved by the individual’s supervisor, chair and/or dean and the FTRP does not meet the definition of a Malign FTRP.
All investigators must complete, certify, and submit this form to the Office of Sponsored Projects (OSP) prior to proposal submission and annually for the duration of any sponsored project.
Instructions
The lead Principal Investigator must answer the following questions. All other covered individuals (key/senior personnel) on the project are required to complete and certify the Disclosure of Significant Financial Interest and Participation in Foreign Talent Recruitment Program Disclosure form and email it to the assigned Pre-Award Research Administrator (PRA).
