Project Title: FIRE MANAGEMENT TECHNICAL EXPERTISE UNITED STATES
AIR FORCE WILDLAND FIRE CENTER.
Responses to this Request for Statements of Interest will be used to identify potential
investigators for a project to be funded by the United States Air Force, which provides
professional and technical support for its Integrated Natural Resources Management Plan
(INRMP) in order to facilitate successful implementation of the 16 USC 670c-1 Sikes Act.
Approximately $3,000,000.00 is expected to be available to support this project. Additional
funding may be available for optional years to the successful Recipient/Awardee.
Background:
The AF manages lands in all states and territories in accordance with all Federal environmental
laws and regulations, including the Sikes Act. The AFCEC Environmental Directorate requires
technical expertise for environmental programs to ensure that AF, federal, and state
environmental regulations are met while minimizing the impact of AF activities on natural
resources. The cooperative agreement establishes a cost-effective, time-efficient and flexible
capability to support AFCEC program.
Type of Award:
In accordance with the Sikes Act (Sec. 103A [16 USC 670c-1]) “the Secretary of a military
department may enter into cooperative agreements with States, local governments, Indian Tribes,
non-governmental organizations, and individuals” This project is in support of the Integrated
Natural Resources Management Plan, as directed in the Sikes Act, and as a result, it is anticipated
that a cooperative agreement through the CESU program will be awarded. Such awards may be
administered through a CESU only upon mutual agreement and official authorization by both
parties of the acceptance of the application of the CESU Network IDC rate (17.5%).
Note: Must be a non-federal partner in the Colorado Plateau CESU Unit to be qualified to be
considered.
Brief Description of Anticipated Work:
This anticipated work focuses on the following objectives:
The NFE will provide support and technical expertise to advance installations adaptive fire
management to include but not limited to, prescribed fire, wildfire suppression, and mechanical
fuel treatments.
The Air Force will maintain all wildland Firefighter qualifications for FTE’s supporting the Air
Force Wildland Fire Center utilizing the Incident Qualifications and Certification System
(IQCS)
Task 1: Program Management Support
Provide technical assistance in the development, review, and maintenance of all
Air Force Wildland Fire Management Plans.
Manage Incident Qualification Certification System (IQCS) and Resource
Ordering & Status System (ROSS) to support above objectives.
Provide technical assistance with wildland fire program reviews, wildland fire,
planning, and mitigation measures.
Provide professional, technical, and logistical GIS assistance for natural
resources, including assistance required for management, planning, modeling,
computer troubleshooting, and GIS- troubleshooting.
Provide monitoring analysis, GIS mapping, and computer support for
monitoring of fire activities through provision of the wildland fire GIS/Remote
Sensing services.
Maintain wildland fire, prescribed fire, mechanical fuel reduction, manpower
and other pertinent data related to wildland fire.
Solve issues related to application behavior, system outages, functionality, data
transfers, etc.
Task 2: Fire Management Support
Task 2.1 Wildfire Prevention Support
Provide technical assistance with wildland fire program reviews,
wildland fire, planning, and mitigation measures.
Provide training and technical expertise to Air Force personnel to increase
wildland fire qualification standards. In addition, conduct large scale fire
planning and incident management training.
Provide assistance in the preparation, ignition, and control of prescribed fires on
Air Force installations and Wildland Fire Center Inter-Agency partner lands.
Provide labor and technical assistance to protect resources before and during
wildland fire operations such as military assets, sensitive species and habitats,
natural resources, cultural resources, human-made improvements.
Provide technical and logistical assistance related to wildfire equipment fleet
troubleshooting, recordkeeping, and maintenance to maintain fleet readiness.
Provide technical assistance and support for dispatch procedures, record
keeping, and resource tracking.
Task 2.2 Wildfire Suppression Support
Provide assistance in support of wildfire suppression on AF installations and
Wildland Fire Center Inter-Agency partner lands to include managing the wildfire
as an NWCG qualified Incident Commander or other identified NWCG qualified
positions needed to support the wildfire suppression activities.
Qualifications for FTEs supporting the Air Force program on wildfire suppression
activities must be available for qualification and records tracking in IQCS by the
Air Force Wildland Fire Training Manager
NOTE: At this time we are only requesting that you demonstrate available qualifications and
skills for performing similar or same type of work. Support personnel will be required to obtain
and maintain a security clearance at the Secret level. You will be evaluated for request for a
proposal based on skills and qualifications demonstrated in your SOI.
Qualifications: Support personnel that will either be the lead crew or assist other crews on the
installation for wildland fire must have the proper qualifications and experience. The NFE shall
have the qualifications to serve as a Prescribed Fire Burn Boss per the National Wildfire
Coordinating Group (NWCG) requirements. The technicians shall have the qualifications to meet
a senior firefighter (FFT1 and S-290). https://www.nwcg.gov/training-qualification-links.
Period of Performance. The base year of agreement will extend one year from award with the
potential of up to 4 additional years pending availability of funds.

Note: A full study proposal and proposed budget are NOT requested at this time.
Review of Statements Received: All statements of interest received will be evaluated by a
board comprised of one or more people at the receiving installation or activity, who will
determine which statement(s) best meet the program objectives. Based on a review of the
Statements of Interest received, an investigator or investigators will be invited to prepare a full
study proposal. Statements will be evaluated based on the investigator’s specific experience
and capabilities in areas related to the study requirements.
