{"id":6216,"date":"2024-10-09T13:31:22","date_gmt":"2024-10-09T20:31:22","guid":{"rendered":"https:\/\/in.nau.edu\/osp\/?page_id=6216"},"modified":"2024-10-09T13:31:22","modified_gmt":"2024-10-09T20:31:22","slug":"transferring-sponsored-projects-to-nau","status":"publish","type":"page","link":"https:\/\/in.nau.edu\/osp\/resources-2\/frequently-requested-information\/transferring-sponsored-projects-to-nau\/","title":{"rendered":"Transferring sponsored projects to NAU"},"content":{"rendered":"<h1>Transferring sponsored projects to NAU<\/h1>\n<h2><b>Definition<\/b><strong>: \u201cTransfer of Sponsored Project(s)\u201d<\/strong><\/h2>\n<p>The process of getting approval from the sponsor, the former institution, and NAU is commonly known as the \u201cTransfer of Sponsored Project(s)\u201d.<\/p>\n<h2><strong>Incoming faculty notification\u00a0<\/strong><\/h2>\n<p>NAU Office of Sponsored Projects (OSP) staff may be notified directly by their unit or the incoming faculty member and\/or will be notified by the Office of the Vice President for Research of the new faculty member to NAU.<\/p>\n<h2><strong>Introduction to the NAU OSP team<\/strong><\/h2>\n<p>It is strongly recommended that each unit develop a process for how they wish to welcome new faculty members. At a minimum, it is recommended that the OSP staff contact the new faculty member to introduce themselves and their team, to provide an overview of services provided, to set up user accounts (FastLane, eRA Commons, Pivot, Cayuse SP, PeopleSoft, etc.) and to offer to answer any questions the incoming faculty member may have.<\/p>\n<h2><strong>Transfer process\u00a0<\/strong><\/h2>\n<p><strong>Actions to be taken by PI at the former institution\u00a0<\/strong><\/p>\n<ol>\n<li>Discuss the request to transfer project(s) with their chair and\/or dean<\/li>\n<li>Contact their sponsor(s) for guidance on transferring award(s)<\/li>\n<li>Contact the former institution\u2019s sponsored projects office to<br \/>\n3a. Advise the intent to transfer project(s)<br \/>\n3b. Relay the guidance provided by the sponsor<br \/>\n3c. Seek guidance from the former institution on internal processes related to\u00a0transfers<br \/>\n3d. Develop a plan for the transfer: Will it transfer at the beginning of a new funding year?\u00a0 Will it move during a funding year? Will any money be subcontracted back to the former institution?<\/li>\n<\/ol>\n<p>Granting agencies make awards to the institution, not to the individual PI. It is the former institution\u2019s prerogative to allow transfer or to name a replacement PI at that institution. The PI must contact his\/her former institution and granting agency directly to discuss options. If the institution will not relinquish the award, the PI may request the former institution subcontract a portion of the funds to NAU. The former institution may or may not be agreeable.<\/p>\n<p>Transferring a grant can take a significant amount of lead-time to implement. Factor this into consideration when determining the start date for the funds transferring to NAU. For guidance, speak with the former institution\u2019s sponsored projects office.<\/p>\n<p>Subcontracting a portion of funds from the former institution to NAU is not considered a transfer of project. It is a new award which follows the standard NAU polices and proposal development process.<\/p>\n<p><strong>Actions to be taken by PI in conjunction with NAU OSP\u00a0<\/strong><\/p>\n<p>Transfer projects will follow the process outlined in the\u00a0<a title=\"Sponsored Project Lifecycle, Proposal Development section on the OSP website\" href=\"https:\/\/in.nau.edu\/osp\/proposal-development\/\" target=\"_blank\" rel=\"noreferrer noopener\">Sponsored Project Lifecycle, Proposal Development section<\/a>\u00a0on the OSP website. Listed below are some helpful hints to get the process started:<\/p>\n<ol>\n<li>Confirm that the PI has notified the sponsor and the former institution\u2019s unit\u00a0and sponsored projects office of their departure. If not, provide the PI the\u00a0information discussed in \u201cActions to be Taken by PI at Former Institution.\u201d<\/li>\n<li>Confirm with the PI that approval from the sponsor and the former institution\u00a0to relinquish the project to NAU has been granted. If not, direct the PI to the\u00a0former institution\u2019s sponsored project\u2019s office.<\/li>\n<li>Obtain the program officer\/contact information for the sponsor and the\u00a0former institution\u2019s sponsored projects administrator.<\/li>\n<li>Contact the former institution\u2019s sponsored projects administrator for (a) any sponsor instructions they have received for transfer of the project, (b) copies of the award notices and the formal relinquishing statement, and (c) the balance of funds being transferred to NAU.<\/li>\n<li>Request that the PI provide<br \/>\na. Any submitted technical reports.<br \/>\nb. A copy of the proposal(s) submitted related to the project.<br \/>\nc. A list of the project objectives that have been completed.<br \/>\nd. A list of the project objectives that will be completed at NAU.<br \/>\ne. Any other technical\/scientific\/programmatic items the sponsor requires\u00a0NAU submit to effect the transfer.<\/li>\n<li>Determine whether the project involves any special review processes, such as\u00a0humans, animals, biosafety, etc. If so, it is important to provide the incoming\u00a0faculty member with the\u00a0<a title=\"Research Safety &amp; Compliance\" href=\"https:\/\/nau.edu\/nau-research\/research-safety-and-compliance\/\" target=\"_blank\" rel=\"noreferrer noopener\">Research Safety &amp; Compliance<\/a>\u00a0website. In order to\u00a0avoid disruption to the project, special review processes should be started as\u00a0soon as possible.<\/li>\n<li>If the project involves the transfer of equipment, advise the PI to:<br \/>\na. Discuss the transfer and any needed space required to house it with the\u00a0unit chair and\/or dean.<br \/>\nb. Provide the sponsor\u2019s guidance related to use of the transferred\u00a0equipment, after the project ends.<br \/>\nc. Advise PI that all transferred equipment must be notified to\u00a0<a title=\"Property Control\" href=\"https:\/\/in.nau.edu\/property-administration\/property-control\/\" target=\"_blank\" rel=\"noreferrer noopener\">Property Control<\/a>.<\/li>\n<li>If the PI will sub-award a portion of funds back to the former institution to\u00a0allow specific objectives to be completed there, include the former\u00a0institution\u2019s budget.<\/li>\n<\/ol>\n<p><strong>Proposal review and approval\u00a0<\/strong><\/p>\n<p>1. As with all proposals, transfer proposals must follow the standard routing\u00a0and approval process.<br \/>\n2. The transfer proposal must be forwarded to OSP for review and approval\u00a0prior to submission.<br \/>\n3. OSP must advise PI of any communications with the transfer institution that\u00a0impacts the preparation and submission of the transfer proposal.<br \/>\n4. OSP will submit the proposal to the sponsor for review.<\/p>\n<p>Submission of the transfer proposal does not constitute an award.
