The agreement establishes a long-term framework for utilizing a key underground water system.\u00a0Chad, Egypt, Libya and Sudan signed the Strategic Action Programme, which aims to optimize the equitable use of the Nubian Sandstone Aquifer System, a huge water resource that lies beneath the four nations. The agreement also commits the countries to strengthen and build upon a previously existing regional coordination mechanism, in part by establishing a new Joint Authority for the Nubian Aquifer System. Gremillion was responsible for producing the agreement.<\/li>\n<li>\u201cPublication,\u201d a brief essay by <strong>Jane Armstrong<\/strong>, professor of English, appears in <em>Paper Dreams: Writers and Editors on the American Literary Magazine<\/em>, edited by Travis Kurowski, available now from Atticus Books. Another essay, \u201cRepurposing Your Big Box,\u201d appears in the current issue of <em>New World Writing<\/em> at <a href=\"http:\/\/newworldwriting.net\/jane-armstrong-2\/#more-7157\">www.newworldwriting.net<\/a>.<\/li>\n<li><b>Monica Brown<\/b>, English professor and award-winning bilingual book author, was selected to be one of 24 children\u2019s book authors featured at the <a href=\"http:\/\/www.loc.gov\/bookfest\/author\/monica_brown\">13th annual Library of Congress National Book Festival<\/a> in Washington, D.C., this weekend.
