REQUEST FOR STATEMENTS OF INTEREST<\/strong>
\nNUMBER W9126G-18-2-SOI-4896<\/strong>
\nPROJECT TO BE INITIATED IN 2018<\/strong>
\nProject Title: Field support of the Hazardous Material, Hazardous Waste, and<\/strong>
\nEnterprise Environmental, Safety and Occupational Health Support-Management<\/strong>
\nInformation System (EESOH-MIS).<\/strong>
\nResponses to this Request for Statements of Interest will be used to identify potential
\ninvestigators for a project to be funded by the US Air Force Civil Engineer Center (AFCEC),
\nwhich provides professional and technical support for its Integrated Natural Resources
\nManagement Plan (INRMP) in order to facilitate successful implementation of the 16 USC 670c-
\n1 Sikes Act. Approximately $708,485.00 is expected to be available to support this project.
\nAdditional funding may be available for optional work this fiscal year and in subsequent fiscal
\nyear to the successful Recipient\/Awardee.
\nBackground:<\/strong>
\nProvide specialized environmental program\/technical support to complete the following tasks:
\nPollution Prevention, Environmental Compliance and Restoration, and Training.
\nType of Award:<\/strong>
\nIn accordance with the Sikes Act (Sec. 103A [16 USC 670c-1]) \u201cthe Secretary of a military
\ndepartment may enter into cooperative agreements with States, local governments, Indian Tribes,
\nnon-governmental organizations, and individuals\u201d This project is in support of the Integrated
\nNatural Resources Management Plan, as directed in the Sikes Act, and as a result, it is anticipated
\nthat a cooperative agreement through the CESU program will be awarded. Such awards may be
\nadministered through a CESU only upon mutual agreement and official authorization by both
\nparties of the acceptance of the application of the CESU Network IDC rate (17.5%).
\nNote:<\/strong> Must be a non-federal partner in the CESU Unit to be qualified to be considered
\nBrief Description of Anticipated Work:<\/strong>
\nThis anticipated work focuses on the following objectives:
\nThe tasks in support of the AFCEC Environmental Center of Excellence are specified below:<\/p>\n


\na. Pollution Prevention
\ni. Provide consultation support, training, site visits to identified installations,
\nand data analysis to identify hazardous material and waste management
\nefficiencies for restoration, cleanup, pollution control, energy conservation,
\nand environmental compliance projects and provide tertiary support and
\nadvise in the development of environmental regulations, policies, and
\nprocedures. On a quarterly basis, the NFE shall develop a technical report
\nto consolidate data analysis findings.
\nii. Collect industrial process definitions for entry into the AF Enterprise
\nEnvironmental, Safety, and Occupational Health Management Information
\nSystem (EESOH-MIS) while providing on-site support on military lands.
\nIn minimizing the degradation of natural resources, provide accurate
\ntracking, and identify the application of best business practices to minimize
\nnegative impacts on military lands.
\niii. Identify industrial processes where hazardous materials are used, provide
\nminimization recommendations, and reduce associated hazardous waste
\ngeneration.
\niv. Provide solutions to environmental problems during on-site assessments
\nand analyses and offer best business practice solutions to minimize risk and
\nhazard. Incorporate findings into Quick Reference Guides.
\nv. Assist the AF in ensuring compliance with all installation, local, state and
\nfederal environmental laws and regulations; guidance on identifying
\nhazardous materials and hazardous waste, assist with preparation of reports
\nand environmental assessments and impact statements
\nb. Environmental Compliance and Restoration
\ni. Provide telephonic support, training, site visits to identified installations,
\nand data analysis to identify potential pollutants in the air, water, and soil
\nwith accurate identification of hazardous materials and proper
\ncharacterization of hazardous waste in order to mitigate their damage if
\nintroduction has occurred.
\nii. Identify and recommend solutions to environmental problems during onsite
\nfield work and assessments. Document findings and recommendations
\ninto site-specific assessment reports.
\niii. Analyze EESOH-MIS data to ensure installation compliance with DoD
\ncomponents, local, State, and federal environmental laws and regulations.
\nDevelop an EESOH-MIS Data Analysis Report to identify compliance
\nrisks, opportunities for improvement, and corrective actions.
\niv. Provide field assistance to installations identified in Attachment 1 on
\nidentifying hazardous materials and characterization of hazardous waste,
\npreparation of regulatory reports, and assistance with environmental
\nassessments and impact statements.
\nc. Training
\ni. Update, maintain current, and provide training for the Enterprise
\nEnvironmental Safety and Occupational Health Management Information
\nSystem (ESSOH-MIS). Training will be conducted at the Air Force
\nInstitute of Technology, Wright-Patterson AFB for four week-long class
\nsessions. Three week-long training sessions will be delivered at regional
\nAir National Guard Training Centers and two week-long training sessions
\nwill be delivered at a regional Air Force Reserve Command location.
\nAdditionally, four monthly training sessions will be developed and
\ndelivered from San Antonio to remote attendees via a web-based system.
\nii. Develop and provide via web-based system, intensive, individualized
\ntraining required for new and changing technologies, such as computer
\napplication, geographic information systems, remote sensing, global
\npositioning systems, etc. Training will be developed and delivered from San
\nAntonio to remote attendees. Two training courses will be developed for
\ndelivery four times each
\niii. Assist with the implementation of training programs necessary to promote
\nbetter land utilization, natural resource conservation and to educate the
\nmilitary user community in the field on environmental aspects of training.
\nNOTE:<\/strong> At this time we are only requesting that you demonstrate available qualifications and
\nskills for performing similar or same type of work. You will be evaluated for request for a
\nproposal based on skills and qualifications demonstrated in your SOI.
\nPeriod of Performance. The base year of agreement will extend one year from award.

\nboard comprised of one or more people at the receiving installation or activity, who will
\ndetermine which statement(s) best meet the program objectives. Based on a review of the
\nStatements of Interest received, an investigator or investigators will be invited to prepare a full
\nstudy proposal. Statements will be evaluated based on the investigator\u2019s specific experience
\nand capabilities in areas related to the study requirements.
