{"id":1748,"date":"2018-09-11T21:55:20","date_gmt":"2018-09-11T21:55:20","guid":{"rendered":"http:\/\/in.nau.edu\/cpcesu\/?p=1748"},"modified":"2018-11-08T22:21:07","modified_gmt":"2018-11-08T22:21:07","slug":"funding-opportunity-hazardous-material","status":"publish","type":"post","link":"https:\/\/in.nau.edu\/cpcesu\/funding-opportunity-hazardous-material\/","title":{"rendered":"Funding Opportunity-Hazardous Material"},"content":{"rendered":"<p><strong>REQUEST FOR STATEMENTS OF INTEREST<\/strong><br \/>\n<strong>NUMBER W9126G-18-2-SOI-4896<\/strong><br \/>\n<strong>PROJECT TO BE INITIATED IN 2018<\/strong><br \/>\n<strong>Project Title: Field support of the Hazardous Material, Hazardous Waste, and<\/strong><br \/>\n<strong>Enterprise Environmental, Safety and Occupational Health Support-Management<\/strong><br \/>\n<strong>Information System (EESOH-MIS).<\/strong><br \/>\nResponses to this Request for Statements of Interest will be used to identify potential<br \/>\ninvestigators for a project to be funded by the US Air Force Civil Engineer Center (AFCEC),<br \/>\nwhich provides professional and technical support for its Integrated Natural Resources<br \/>\nManagement Plan (INRMP) in order to facilitate successful implementation of the 16 USC 670c-<br \/>\n1 Sikes Act. Approximately $708,485.00 is expected to be available to support this project.<br \/>\nAdditional funding may be available for optional work this fiscal year and in subsequent fiscal<br \/>\nyear to the successful Recipient\/Awardee.<br \/>\n<strong>Background:<\/strong><br \/>\nProvide specialized environmental program\/technical support to complete the following tasks:<br \/>\nPollution Prevention, Environmental Compliance and Restoration, and Training.<br \/>\n<strong>Type of Award:<\/strong><br \/>\nIn accordance with the Sikes Act (Sec. 103A [16 USC 670c-1]) \u201cthe Secretary of a military<br \/>\ndepartment may enter into cooperative agreements with States, local governments, Indian Tribes,<br \/>\nnon-governmental organizations, and individuals\u201d This project is in support of the Integrated<br \/>\nNatural Resources Management Plan, as directed in the Sikes Act, and as a result, it is anticipated<br \/>\nthat a cooperative agreement through the CESU program will be awarded. Such awards may be<br \/>\nadministered through a CESU only upon mutual agreement and official authorization by both<br \/>\nparties of the acceptance of the application of the CESU Network IDC rate (17.5%).<br \/>\n<strong>Note:<\/strong> Must be a non-federal partner in the CESU Unit to be qualified to be considered<br \/>\n<strong>Brief Description of Anticipated Work:<\/strong><br \/>\nThis anticipated work focuses on the following objectives:<br \/>\nThe tasks in support of the AFCEC Environmental Center of Excellence are specified below:<\/p>\n<p><!--more--><br \/>\na. Pollution Prevention<br \/>\ni. Provide consultation support, training, site visits to identified installations,<br \/>\nand data analysis to identify hazardous material and waste management<br \/>\nefficiencies for restoration, cleanup, pollution control, energy conservation,<br \/>\nand environmental compliance projects and provide tertiary support and<br \/>\nadvise in the development of environmental regulations, policies, and<br \/>\nprocedures. On a quarterly basis, the NFE shall develop a technical report<br \/>\nto consolidate data analysis findings.<br \/>\nii. Collect industrial process definitions for entry into the AF Enterprise<br \/>\nEnvironmental, Safety, and Occupational Health Management Information<br \/>\nSystem (EESOH-MIS) while providing on-site support on military lands.<br \/>\nIn minimizing the degradation of natural resources, provide accurate<br \/>\ntracking, and identify the application of best business practices to minimize<br \/>\nnegative impacts on military lands.<br \/>\niii. Identify industrial processes where hazardous materials are used, provide<br \/>\nminimization recommendations, and reduce associated hazardous waste<br \/>\ngeneration.<br \/>\niv. Provide solutions to environmental problems during on-site assessments<br \/>\nand analyses and offer best business practice solutions to minimize risk and<br \/>\nhazard. Incorporate findings into Quick Reference Guides.<br \/>\nv. Assist the AF in ensuring compliance with all installation, local, state and<br \/>\nfederal environmental laws and regulations; guidance on identifying<br \/>\nhazardous materials and hazardous waste, assist with preparation of reports<br \/>\nand environmental assessments and impact statements<br \/>\nb. Environmental Compliance and Restoration<br \/>\ni. Provide telephonic support, training, site visits to identified installations,<br \/>\nand data analysis to identify potential pollutants in the air, water, and soil<br \/>\nwith accurate identification of hazardous materials and proper<br \/>\ncharacterization of hazardous waste in order to mitigate their damage if<br \/>\nintroduction has occurred.<br \/>\nii. Identify and recommend solutions to environmental problems during onsite<br \/>\nfield work and assessments. Document findings and recommendations<br \/>\ninto site-specific assessment reports.<br \/>\niii. Analyze EESOH-MIS data to ensure installation compliance with DoD<br \/>\ncomponents, local, State, and federal environmental laws and regulations.<br \/>\nDevelop an EESOH-MIS Data Analysis Report to identify compliance<br \/>\nrisks, opportunities for improvement, and corrective actions.<br \/>\niv. Provide field assistance to installations identified in Attachment 1 on<br \/>\nidentifying hazardous materials and characterization of hazardous waste,<br \/>\npreparation of regulatory reports, and assistance with environmental<br \/>\nassessments and impact statements.<br \/>\nc. Training<br \/>\ni. Update, maintain current, and provide training for the Enterprise<br \/>\nEnvironmental Safety and Occupational Health Management Information<br \/>\nSystem (ESSOH-MIS). Training will be conducted at the Air Force<br \/>\nInstitute of Technology, Wright-Patterson AFB for four week-long class<br \/>\nsessions. Three week-long training sessions will be delivered at regional<br \/>\nAir National Guard Training Centers and two week-long training sessions<br \/>\nwill be delivered at a regional Air Force Reserve Command location.<br \/>\nAdditionally, four monthly training sessions will be developed and<br \/>\ndelivered from San Antonio to remote attendees via a web-based system.<br \/>\nii. Develop and provide via web-based system, intensive, individualized<br \/>\ntraining required for new and changing technologies, such as computer<br \/>\napplication, geographic information systems, remote sensing, global<br \/>\npositioning systems, etc. Training will be developed and delivered from San<br \/>\nAntonio to remote attendees. Two training courses will be developed for<br \/>\ndelivery four times each<br \/>\niii. Assist with the implementation of training programs necessary to promote<br \/>\nbetter land utilization, natural resource conservation and to educate the<br \/>\nmilitary user community in the field on environmental aspects of training.<br \/>\n<strong>NOTE:<\/strong> At this time we are only requesting that you demonstrate available qualifications and<br \/>\nskills for performing similar or same type of work. You will be evaluated for request for a<br \/>\nproposal based on skills and qualifications demonstrated in your SOI.<br \/>\nPeriod of Performance.
