{"id":1746,"date":"2018-09-11T21:54:53","date_gmt":"2018-09-11T21:54:53","guid":{"rendered":"http:\/\/in.nau.edu\/cpcesu\/?p=1746"},"modified":"2018-11-08T22:21:25","modified_gmt":"2018-11-08T22:21:25","slug":"funding-opportunity-fire-management-technical-expertise","status":"publish","type":"post","link":"https:\/\/in.nau.edu\/cpcesu\/funding-opportunity-fire-management-technical-expertise\/","title":{"rendered":"Funding Opportunity-Fire Management Technical Expertise"},"content":{"rendered":"<p><strong>REQUEST FOR STATEMENTS OF INTEREST<\/strong><br \/>\n<strong>NUMBER W9126G-18-2-SOI-4892<\/strong><br \/>\n<strong>PROJECT TO BE INITIATED IN 2018<\/strong><br \/>\n<strong>Project Title: FIRE MANAGEMENT TECHNICAL EXPERTISE UNITED STATES<\/strong><br \/>\n<strong>AIR FORCE WILDLAND FIRE CENTER.<\/strong><br \/>\nResponses to this Request for Statements of Interest will be used to identify potential<br \/>\ninvestigators for a project to be funded by the United States Air Force, which provides<br \/>\nprofessional and technical support for its Integrated Natural Resources Management Plan<br \/>\n(INRMP) in order to facilitate successful implementation of the 16 USC 670c-1 Sikes Act.<br \/>\nApproximately $3,000,000.00 is expected to be available to support this project. Additional<br \/>\nfunding may be available for optional years to the successful Recipient\/Awardee.<br \/>\n<strong>Background:<\/strong><br \/>\nThe AF manages lands in all states and territories in accordance with all Federal environmental<br \/>\nlaws and regulations, including the Sikes Act. The AFCEC Environmental Directorate requires<br \/>\ntechnical expertise for environmental programs to ensure that AF, federal, and state<br \/>\nenvironmental regulations are met while minimizing the impact of AF activities on natural<br \/>\nresources. The cooperative agreement establishes a cost-effective, time-efficient and flexible<br \/>\ncapability to support AFCEC program.<br \/>\n<strong>Type of Award:<\/strong><br \/>\nIn accordance with the Sikes Act (Sec. 103A [16 USC 670c-1]) \u201cthe Secretary of a military<br \/>\ndepartment may enter into cooperative agreements with States, local governments, Indian Tribes,<br \/>\nnon-governmental organizations, and individuals\u201d This project is in support of the Integrated<br \/>\nNatural Resources Management Plan, as directed in the Sikes Act, and as a result, it is anticipated<br \/>\nthat a cooperative agreement through the CESU program will be awarded. Such awards may be<br \/>\nadministered through a CESU only upon mutual agreement and official authorization by both<br \/>\nparties of the acceptance of the application of the CESU Network IDC rate (17.5%).<br \/>\n<strong>Note: Must be a non-federal partner in the Colorado Plateau CESU Unit to be qualified to be<\/strong><br \/>\n<strong>considered.<\/strong><br \/>\n<strong>Brief Description of Anticipated Work:<\/strong><br \/>\nThis anticipated work focuses on the following objectives:<br \/>\nThe NFE will provide support and technical expertise to advance installations adaptive fire<br \/>\nmanagement to include but not limited to, prescribed fire, wildfire suppression, and mechanical<br \/>\nfuel treatments.<\/p>\n<p><!--more--><br \/>\nThe Air Force will maintain all wildland Firefighter qualifications for FTE&#8217;s supporting the Air<br \/>\nForce Wildland Fire Center utilizing the Incident Qualifications and Certification System<br \/>\n(IQCS)<br \/>\nTask 1: Program Management Support<br \/>\n\uf0b7 Provide technical assistance in the development, review, and maintenance of all<br \/>\nAir Force Wildland Fire Management Plans.<br \/>\n\uf0b7 Manage Incident Qualification Certification System (IQCS) and Resource<br \/>\nOrdering &amp; Status System (ROSS) to support above objectives.<br \/>\n\uf0b7 Provide technical assistance with wildland fire program reviews, wildland fire,<br \/>\nplanning, and mitigation measures.<br \/>\n\uf0b7 Provide professional, technical, and logistical GIS assistance for natural<br \/>\nresources, including assistance required for management, planning, modeling,<br \/>\ncomputer troubleshooting, and GIS- troubleshooting.<br \/>\n\uf0b7 Provide monitoring analysis, GIS mapping, and computer support for<br \/>\nmonitoring of fire activities through provision of the wildland fire GIS\/Remote<br \/>\nSensing services.<br \/>\n\uf0b7 Maintain wildland fire, prescribed fire, mechanical fuel reduction, manpower<br \/>\nand other pertinent data related to wildland fire.<br \/>\n\uf0b7 Solve issues related to application behavior, system outages, functionality, data<br \/>\ntransfers, etc.<br \/>\nTask 2: Fire Management Support<br \/>\nTask 2.1 Wildfire Prevention Support<br \/>\n\uf0b7 Provide technical assistance with wildland fire program reviews,<br \/>\nwildland fire, planning, and mitigation measures.<br \/>\n\uf0b7 Provide training and technical expertise to Air Force personnel to increase<br \/>\nwildland fire qualification standards. In addition, conduct large scale fire<br \/>\nplanning and incident management training.<br \/>\n\uf0b7 Provide assistance in the preparation, ignition, and control of prescribed fires on<br \/>\nAir Force installations and Wildland Fire Center Inter-Agency partner lands.<br \/>\n\uf0b7 Provide labor and technical assistance to protect resources before and during<br \/>\nwildland fire operations such as military assets, sensitive species and habitats,<br \/>\nnatural resources, cultural resources, human-made improvements.<br \/>\n\uf0b7 Provide technical and logistical assistance related to wildfire equipment fleet<br \/>\ntroubleshooting, recordkeeping, and maintenance to maintain fleet readiness.<br \/>\n\uf0b7 Provide technical assistance and support for dispatch procedures, record<br \/>\nkeeping, and resource tracking.<br \/>\nTask 2.2 Wildfire Suppression Support<br \/>\n\uf0b7 Provide assistance in support of wildfire suppression on AF installations and<br \/>\nWildland Fire Center Inter-Agency partner lands to include managing the wildfire<br \/>\nas an NWCG qualified Incident Commander or other identified NWCG qualified<br \/>\npositions needed to support the wildfire suppression activities.<br \/>\n\uf0b7 Qualifications for FTEs supporting the Air Force program on wildfire suppression<br \/>\nactivities must be available for qualification and records tracking in IQCS by the<br \/>\nAir Force Wildland Fire Training Manager<br \/>\n<strong>NOTE:<\/strong> At this time we are only requesting that you demonstrate available qualifications and<br \/>\nskills for performing similar or same type of work. Support personnel will be required to obtain<br \/>\nand maintain a security clearance at the Secret level. You will be evaluated for request for a<br \/>\nproposal based on skills and qualifications demonstrated in your SOI.<br \/>\nQualifications: Support personnel that will either be the lead crew or assist other crews on the<br \/>\ninstallation for wildland fire must have the proper qualifications and experience. The NFE shall<br \/>\nhave the qualifications to serve as a Prescribed Fire Burn Boss per the National Wildfire<br \/>\nCoordinating Group (NWCG) requirements. The technicians shall have the qualifications to meet<br \/>\na senior firefighter (FFT1 and S-290). https:\/\/www.nwcg.gov\/training-qualification-links.<br \/>\nPeriod of Performance.
