REQUEST FOR STATEMENTS OF INTEREST<\/strong>
\nNUMBER W9126G-18-2-SOI-4892<\/strong>
\nPROJECT TO BE INITIATED IN 2018<\/strong>
\nProject Title: FIRE MANAGEMENT TECHNICAL EXPERTISE UNITED STATES<\/strong>
\nAIR FORCE WILDLAND FIRE CENTER.<\/strong>
\nResponses to this Request for Statements of Interest will be used to identify potential
\ninvestigators for a project to be funded by the United States Air Force, which provides
\nprofessional and technical support for its Integrated Natural Resources Management Plan
\n(INRMP) in order to facilitate successful implementation of the 16 USC 670c-1 Sikes Act.
\nApproximately $3,000,000.00 is expected to be available to support this project. Additional
\nfunding may be available for optional years to the successful Recipient\/Awardee.
\nBackground:<\/strong>
\nThe AF manages lands in all states and territories in accordance with all Federal environmental
\nlaws and regulations, including the Sikes Act. The AFCEC Environmental Directorate requires
\ntechnical expertise for environmental programs to ensure that AF, federal, and state
\nenvironmental regulations are met while minimizing the impact of AF activities on natural
\nresources. The cooperative agreement establishes a cost-effective, time-efficient and flexible
\ncapability to support AFCEC program.
\nType of Award:<\/strong>
\nIn accordance with the Sikes Act (Sec. 103A [16 USC 670c-1]) \u201cthe Secretary of a military
\ndepartment may enter into cooperative agreements with States, local governments, Indian Tribes,
\nnon-governmental organizations, and individuals\u201d This project is in support of the Integrated
\nNatural Resources Management Plan, as directed in the Sikes Act, and as a result, it is anticipated
\nthat a cooperative agreement through the CESU program will be awarded. Such awards may be
\nadministered through a CESU only upon mutual agreement and official authorization by both
\nparties of the acceptance of the application of the CESU Network IDC rate (17.5%).
\nNote: Must be a non-federal partner in the Colorado Plateau CESU Unit to be qualified to be<\/strong>
\nconsidered.<\/strong>
\nBrief Description of Anticipated Work:<\/strong>
\nThis anticipated work focuses on the following objectives:
\nThe NFE will provide support and technical expertise to advance installations adaptive fire
\nmanagement to include but not limited to, prescribed fire, wildfire suppression, and mechanical
\nfuel treatments.<\/p>\n


\nThe Air Force will maintain all wildland Firefighter qualifications for FTE’s supporting the Air
\nForce Wildland Fire Center utilizing the Incident Qualifications and Certification System
\n(IQCS)
\nTask 1: Program Management Support
\n\uf0b7 Provide technical assistance in the development, review, and maintenance of all
\nAir Force Wildland Fire Management Plans.
\n\uf0b7 Manage Incident Qualification Certification System (IQCS) and Resource
\nOrdering & Status System (ROSS) to support above objectives.
\n\uf0b7 Provide technical assistance with wildland fire program reviews, wildland fire,
\nplanning, and mitigation measures.
\n\uf0b7 Provide professional, technical, and logistical GIS assistance for natural
\nresources, including assistance required for management, planning, modeling,
\ncomputer troubleshooting, and GIS- troubleshooting.
\n\uf0b7 Provide monitoring analysis, GIS mapping, and computer support for
\nmonitoring of fire activities through provision of the wildland fire GIS\/Remote
\nSensing services.
\n\uf0b7 Maintain wildland fire, prescribed fire, mechanical fuel reduction, manpower
\nand other pertinent data related to wildland fire.
\n\uf0b7 Solve issues related to application behavior, system outages, functionality, data
\ntransfers, etc.
\nTask 2: Fire Management Support
\nTask 2.1 Wildfire Prevention Support
\n\uf0b7 Provide technical assistance with wildland fire program reviews,
\nwildland fire, planning, and mitigation measures.
\n\uf0b7 Provide training and technical expertise to Air Force personnel to increase
\nwildland fire qualification standards. In addition, conduct large scale fire
\nplanning and incident management training.
\n\uf0b7 Provide assistance in the preparation, ignition, and control of prescribed fires on
\nAir Force installations and Wildland Fire Center Inter-Agency partner lands.
\n\uf0b7 Provide labor and technical assistance to protect resources before and during
\nwildland fire operations such as military assets, sensitive species and habitats,
\nnatural resources, cultural resources, human-made improvements.
\n\uf0b7 Provide technical and logistical assistance related to wildfire equipment fleet
\ntroubleshooting, recordkeeping, and maintenance to maintain fleet readiness.
\n\uf0b7 Provide technical assistance and support for dispatch procedures, record
\nkeeping, and resource tracking.
\nTask 2.2 Wildfire Suppression Support
\n\uf0b7 Provide assistance in support of wildfire suppression on AF installations and
\nWildland Fire Center Inter-Agency partner lands to include managing the wildfire
\nas an NWCG qualified Incident Commander or other identified NWCG qualified
\npositions needed to support the wildfire suppression activities.
\n\uf0b7 Qualifications for FTEs supporting the Air Force program on wildfire suppression
\nactivities must be available for qualification and records tracking in IQCS by the
\nAir Force Wildland Fire Training Manager
\nNOTE:<\/strong> At this time we are only requesting that you demonstrate available qualifications and
\nskills for performing similar or same type of work. Support personnel will be required to obtain
\nand maintain a security clearance at the Secret level. You will be evaluated for request for a
\nproposal based on skills and qualifications demonstrated in your SOI.
\nQualifications: Support personnel that will either be the lead crew or assist other crews on the
\ninstallation for wildland fire must have the proper qualifications and experience. The NFE shall
\nhave the qualifications to serve as a Prescribed Fire Burn Boss per the National Wildfire
\nCoordinating Group (NWCG) requirements. The technicians shall have the qualifications to meet
\na senior firefighter (FFT1 and S-290). https:\/\/www.nwcg.gov\/training-qualification-links.
\nPeriod of Performance. The base year of agreement will extend one year from award with the
\npotential of up to 4 additional years pending availability of funds.

\nboard comprised of one or more people at the receiving installation or activity, who will
\ndetermine which statement(s) best meet the program objectives. Based on a review of the
\nStatements of Interest received, an investigator or investigators will be invited to prepare a full
\nstudy proposal. Statements will be evaluated based on the investigator\u2019s specific experience
\nand capabilities in areas related to the study requirements.
