{"id":1742,"date":"2018-09-11T21:54:25","date_gmt":"2018-09-11T21:54:25","guid":{"rendered":"http:\/\/in.nau.edu\/cpcesu\/?p=1742"},"modified":"2018-11-08T22:23:22","modified_gmt":"2018-11-08T22:23:22","slug":"funding-opportunity-cultural-resources_nellis-air-force-base","status":"publish","type":"post","link":"https:\/\/in.nau.edu\/cpcesu\/funding-opportunity-cultural-resources_nellis-air-force-base\/","title":{"rendered":"Funding Opportunity-Cultural Resources_Nellis Air Force Base"},"content":{"rendered":"<p><strong>REQUEST FOR STATEMENTS OF INTEREST<\/strong><br \/>\n<strong>NUMBER: W9126G-18-SOI-3742<\/strong><br \/>\n<strong>PROJECT TO BE INITIATED IN 2018<\/strong><br \/>\n<strong>Project Title: Cultural Resources Support, Section 106 &amp; 110 Surveys at Nellis Air <\/strong><strong>Force Base<\/strong><br \/>\nResponses to this Request for Statements of Interest will be used to identify potential<br \/>\ninvestigators for a project to be funded by the US Air Force, which provides professional and<br \/>\ntechnical support for its Cultural Resources in order to facilitate successful implementation of the<br \/>\n16 USC 670c-1 Sikes Act. Approximately $1,298,512 is expected to be available to support this<br \/>\nproject.<br \/>\n<strong>Background:<\/strong> This work requires support to facilitate Section 106 and 110 of 36 CFR 800 the<br \/>\nNational Historic Preservation to identify potential historic properties in the APE. This<br \/>\ncooperative agreement shall include Section 106 surveys for Threat Pads, 40 miles of roadway,<br \/>\nand fiber optic installation at Nevada Test and Training Range (NTTR). This cooperative<br \/>\nagreement also includes Section 110 surveys and\/or reports for Range 77, Black Mountain Infill<br \/>\nSurvey, Wild Horse Spring\/Range 71, and Mud Lake\/Seep Springs North Range at NTTR. As<br \/>\npart of the surveys, these projects include Native American consultation to assist the government<br \/>\nwith identifying cultural resources and ensuring the government follows federal regulations.<br \/>\n<strong>Type of Award:<\/strong><br \/>\nIn accordance with the Sikes Act (Sec. 103A [16 USC 670c-1]) \u201cthe Secretary of a military<br \/>\ndepartment may enter into cooperative agreements with States, local governments, Indian Tribes,<br \/>\nnon-governmental organizations, and individuals\u201d This project is in support of the Integrated<br \/>\nNatural Resources Management Plan, as directed in the Sikes Act, and as a result, it is anticipated<br \/>\nthat a cooperative agreement through the CESU program will be awarded. Such awards may be<br \/>\nadministered through a CESU only upon mutual agreement and official authorization by both<br \/>\nparties of the acceptance of the application of the CESU Network IDC rate (17.5%).<br \/>\n<strong>Note:<\/strong> Must be a non-federal partner in the CESU Unit to be qualified to be considered.<br \/>\n<strong>Brief Description of Anticipated Work:<\/strong><br \/>\nThis research focuses on the following objectives:<\/p>\n<p><!--more--><\/p>\n<p>1) Objective 1: The purpose of this project is for Section 106 purposes on the Nevada Test and<br \/>\nTraining Range (NTTR) for 20 Threat Pads. The NTTR has proposed a need to develop<br \/>\nthreat emitter sites for the Air Force mission. These areas will be impacted by development<br \/>\nand may include associated infrastructure (roads, fiber optic cable).<br \/>\n2) Objective 2: The purpose of this project is to conduct a reconnaissance and pedestrian<br \/>\narchaeological survey for Section 106 purposes on the NTTR of 40 miles of existing and<br \/>\nproposed roads. The NTTR has proposed a need to improve\/develop roads for support of the<br \/>\nAir Force mission. These roads will need grading and shoulder installation. The Air Force<br \/>\nwould like a 100 meter buffer on either side of the roads for survey.<br \/>\n3) Objective 3: The purpose of this project is to conduct a reconnaissance and pedestrian<br \/>\narchaeological survey for Section 106 purposes on the NTTR for 2000 acres. The NTTR has<br \/>\nproposed a need to develop an area for fiber optic cable installation support for the Air<br \/>\nForce mission. These areas will need subsurface disturbance for installation.<br \/>\n4) Objective 4: The purpose of this project is to revise a report for Section 110 purposes on the<br \/>\nNTTR for Range 77 area which will additionally be defined as a Traditional Cultural<br \/>\nProperty (TCP). The NTTR has agreed to allow 7,000 acres on Range 77 to be protected due<br \/>\nto high concentration of sacred prehistoric archaeological sites. In much discussion with the<br \/>\nAir Force and NAFB 17 affiliated tribes the Air Force would like to set aside this area for<br \/>\nprotections and nominate it officially to the National Register of Historic Places as a TCP<br \/>\nfor future protection.<br \/>\n5) Objective 5: The purpose of this project is to conduct a reconnaissance and pedestrian<br \/>\narchaeological survey for Section 110 purposes on the NTTR for 150 acres which will be<br \/>\ndefined as the study area at Black Mountain Area TPECR, NTTR, Nye County Nevada. The<br \/>\nNTTR has proposed a need to develop an area for fiber optic cable installation support for<br \/>\nthe Air Force mission. These areas will need subsurface disturbance for installation.<br \/>\n6) Objective 6: The purpose of this project is finish a report for Section 106 purposes on the<br \/>\nNTTR for Mud Lake\/Wild Horse Spring area and Seeps\/Springs on North Range (separate<br \/>\nSection 110 report) (n=20) which will be defined as the Area of Potential Effect (APE). The<br \/>\nNTTR has proposed a need to develop a ground troupe training maneuver area for the Air<br \/>\nForce mission. These areas will be impacted by overland use.<br \/>\n<strong>NOTE<\/strong>: At this time we are only requesting that you demonstrate available qualifications and<br \/>\nskills for performing similar or same type of work. You will be evaluated for request for a<br \/>\nproposal based on skills and qualifications demonstrated in your SOI.<br \/>\nPeriod of Performance.
