\n2. Provide detailed construction design and quantity estimates for recommended

\nSTATEMENT OF OBJECTIVES\u00a0<\/strong>
\nBASE LAKE WATER LEVEL CONTROL for ZEBRA MUSSELS
\nOFFUTT Air Force Base (AFB)
\nOmaha, Nebraska
\nINTRODUCTION<\/strong>
\nThe Air Force Civil Engineer Center (AFCEC), Operations Division, Midwest Branch
\n(CZOM) assists installation environmental program managers to ensure military mission
\nactivities are conducted in compliance with all applicable environmental laws,
\nregulations and policies. AFCEC\/CZOM is requesting assistance to facilitate
\nimplementation of an Offutt AFB Integrated Natural Resources Plan (INRMP) project.
\nThis project includes the design of a water control structure at the Offutt AFB base lake
\nto control aquatic invasive species. This SOO describes objectives necessary to ensure
\nOffutt AFB is in compliance with the Sikes Act (16 U.S.C. \u00a7 670a\u2013670l) and EO 13112,
\nExotic and Invasive Species.
\nAFCEC requests the provider to supply the necessary personnel, equipment and materials
\nto design a water level control system for the Offutt AFB Lake. The scope of this SOO
\nincludes supporting the natural resources program manager (PM) by evaluating reports
\nand recommendations from the US Fish and Wildlife Service (FWS), Nebraska Game
\nand Parks Commission (NGPC), and Nebraska Invasive Species Program (NISP);
\npreparing a design that addresses the aquatic invasive species concern and sustains the
\nmilitary mission on Offutt AFB.
